MAY, 2010 URBAN RENEWAL MEETING MINUTES:
MAY 4, 2010 (BUDGET COMMITTEE)
1. CALL TO ORDER AND ROLL CALL: Chair Woodruff called the
meeting to order at 2:33 p.m. Chair Woodruff and Agency Members Kelly, Hanes,
Welch, Campbell and Holland, and Laypersons Canfield, Tryon, O’Neil, and Perkins
answered the roll. Agency Member Cutter and Laypersons Rivers and Watson were
excused. A quorum was present.
2. SELECTION OF BUDGET COMMITTEE CHAIR: Mr. Welch nominated Ms. Woodruff for
Chair. Mr. Kelly seconded, and the motion carried unanimously on a voice vote.
3. PUBLIC HEARING - Waldport Urban Renewal Agency Budget for FY 2010/2011: Ms.
Woodruff opened the Public Hearing. There were no public comments. The Budget
Committee commenced review of the proposed budget. City Manager Leonard noted
that action would be needed in order to fund the proposed Woodland Trail grant.
Mr. Campbell moved to amend the Urban Renewal #2 Construction Fund by
increasing appropriations for a Woodland Corridor Trail by $118,360, increasing
revenues for grant proceeds by $94,400, increasing revenues for donations by
$13,500, and decreasing contingency by $10,460. Mr. Welch seconded.
Following a brief discussion, the motion carried unanimously on a voice
vote.
No further changes were proposed to the budget. Mr. Welch
moved to accept the proposed budget as amended and recommend its adoption to
the Waldport Urban Renewal Agency, to approve taxes for the 2010/2011 fiscal
year at the maximum amount from Division of Taxes and no special levy amount for
the Urban Renewal #1 Plan, and to approve taxes for the 2010/2011 fiscal year at
the maximum amount from Division of Taxes for the Urban Renewal #2 Plan. Ms.
Hanes seconded, and the motion carried unanimously on a voice
vote.
4. ADJOURNMENT: At 2:50 p.m., there being no further business to come
before the Committee, the meeting was adjourned.
