MARCH, 2010 URBAN RENEWAL MEETING MINUTES:
MARCH 11, 2010
1. CALL TO ORDER AND ROLL CALL: Chair Woodruff called the
meeting to order at 1:00 p.m. Chair Woodruff and Board Members Kelly, Hanes,
Welch, Cutter and Holland answered the roll. Mr. Campbell was excused. A quorum
was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. AGENCY MEMBER COMMENTS AND CONCERNS: None.
4. MINUTES: The Agency considered the minutes from the July 9, 2009 meeting. Mr.
Welch moved to approve the minutes as presented. Mr. Kelly seconded,
and the motion carried unanimously on a voice vote..
5. DISCUSSION/ACTION ITEMS:
A. Urban Renewal Area 1: City Manager Leonard noted that the
sunsetting of the Urban Renewal Area 1 would mean that the City, as well as the
Road District, the Fire District, and other taxing entities would receive more
tax money next year. The monies remaining in the
construction fund do not have an expiration and can be spent as needed, though
typically the expenditures should stay within the parameters of the plan.
Discussion ensued regarding various ways the monies could be utilized, including
additional I & I work in the Old Town area, sidewalk repairs, an entrance sign,
street-end improvements, a restroom facility for the downtown area, possibly
beginning the Broadway sidewalk project, or assisting businesses in exterior
improvements. No decisions were made.
B. Urban Renewal 2: Ms. Leonard indicated that it was staff’s
recommendation to wait a year or two until additional revenues come in, and
prioritize a list of potential projects. Discussion ensued regarding sidewalks
on Crestline and the type of material that could be used, and existing and
potential parking problems in that area. No decisions were made.
6. ADJOURNMENT: At 1:45 p.m., there being no further business to come before the
Agency, the meeting was adjourned.
