MAY, 2005 URBAN RENEWAL MEETING MINUTES:

MAY 10, 2005

1. CALL TO ORDER AND ROLL CALL: Chair Welch called the meeting to order at 2:05 p.m. Chair Welch and Members Kelly, Hanes, Woodruff, Beckstead and Campbell answered the roll. Member Church was excused. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. AGENCY MEMBER COMMENTS AND CONCERNS: None.
4. MINUTES: The Agency considered the minutes from the April 11, 2005 meeting. Ms. Woodruff moved to approve the minutes as presented. Mr. Kelly seconded, and the motion carried unanimously on a voice vote.
5. DISCUSSION/ACTION ITEMS:
    A. Continued Review of Plan for New District:
    1. Determine District Boundary: After a lengthy discussion the boundary area was defined, leaving enough acreage for expansion for any future project areas, while staying within the 20% expansion limitation. A map depicting the new boundary will be brought to the next meeting.
    2. Formulate Potential Project Activities: Project activities were discussed and elaborated upon, and a draft list of those projects will be brought to the next meeting.
    3. Set Goals and Objectives: Following discussion, a draft of the goals was agreed upon. Mr. Kupper will further refine the list for the next meeting.
    The Agency desires to have the plan adopted by the Council by the August 31 deadline. Therefore it was tentatively decided that the Council will have a special meeting on August 29 for the adoption. The Agency discussed the requirement to have the Planning Commission review the draft plan and anticipates presenting the plan to them for their August 23 meeting for evaluation and comment.
    The next meeting for the Agency is set for June 20 at 2:00 p.m.
    B. Other Issues: None.
6. ADJOURNMENT: At 4:50 p.m., there being no further business to come before the Agency, the meeting was adjourned.
