APRIL, 2004 URBAN RENEWAL AGENCY MINUTES

APRIL 20, 2004 (BUDGET MEETING)

1. CALL TO ORDER AND ROLL CALL: At 2:06 p.m. Chair Welch opened the Budget Committee meeting. Chair Welch and Board Members Abbott, Woodruff, Peterson, Beckstead, and Church, and Laypersons Campbell, Tryon, Gordon, Hamilton, O’Neil and Canfield answered the roll. Board Member Eder and Layperson Rivers were absent. A quorum was present.
2. SELECTION OF BUDGET COMMITTEE CHAIR: Mr. Beckstead moved to nominate Mr. Welch as the Budget Committee Chair. Mr. Abbott seconded. There were no additional nominations. The motion carried unanimously on a voice vote.
3. PUBLIC HEARING: Chair Welch opened the Public Hearing on the Waldport Urban Renewal Agency proposed budget for Fiscal Year 2004-2005. There were no comments from the public.
  
At 2:09 p.m. Chair Welch closed the Public Hearing and recessed the meeting until the end of the City of Waldport Budget Committee meeting.
  
At 4:51 p.m. Chair Welch reconvened the Urban Renewal meeting. Ms. Tryon asked about the purchase of the motel property and wondered why the selling price was less than what had been paid. Mr. Peterson explained that the difference will be recovered through additional taxes on any improvements. Ms. Tryon indicated she felt that this had not been a wise purchase. Discussion ensued regarding the dispersal of Urban Renewal monies. Staff noted that taxes go first to debt service, then any additional revenues go to the construction fund. It was estimated that there would be a 1% increase over the previous year. Mr. Gordon left the meeting at 5:00 p.m. due to a prior engagement. Mr. Church noted that there had been nothing budgeted for the realignment of Norwood & Starr Street. It was hoped that grants could be obtained to fund that project. Ms. Woodruff asked about the sidewalks on Broadway Street and Mr. Welch responded that the monies had been reallocated during the last budget process. It was confirmed that the allocations for sidewalks & curbs did include the proposed bulbouts.
  
Ms. Woodruff moved to accept the proposed budget and recommend its adoption to the Waldport Urban Renewal Agency. Mr. Peterson seconded, and the motion carried unanimously on a voice vote. Ms. Woodruff then moved that the Waldport Urban Renewal Budget Committee approve taxes for the 2004/2005 fiscal year at the 100% amount from Division of Taxes and no special levy amount within the Urban Renewal authority. Mr. Peterson seconded, and the motion carried unanimously on a voice vote.
4. ADJOURNMENT: At 5:05 p.m., there being no further business to come before the Agency, the meeting was adjourned.
