JUNE, 2003 URBAN RENEWAL AGENCY MINUTES:
JUNE 5, 2003
1. CALL TO ORDER AND ROLL CALL: Chair Welch called the
meeting to order at 6:34 p.m. Chair Welch and Members Abbott, Woodruff,
Peterson, Beckstead, Eder and Church answered the roll. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. AGENCY MEMBER COMMENTS AND CONCERNS: None.
4. MINUTES: The Agency considered the minutes from the January 28 and March 25,
2003 meetings. Member Peterson moved to approve the minutes as presented.
Member Beckstead seconded, and the motion carried unanimously on a
voice vote.
5. FINANCIAL STATEMENT: Member Church asked whether getting the Transportation
Enhancement grant would affect the allocation from Urban Renewal. Ms. Leonard
responded that the allocations were not affected, since there were portions of
the proposed projects that could not be covered by those grant monies.
Additionally, the Urban Renewal monies were used for the match for the
Transportation Enhancement Grant.
6. PUBLIC HEARING: At 6:35 p.m. Chair Welch opened the public hearing on the
Waldport Urban Renewal Agency Budget for 2003-2004. No comments were made. Chair
Welch then closed the public hearing.
7. DISCUSSION/ACTION ITEMS:
A. Consideration of Resolution Adopting A Budget for Fiscal
Year 2003/2004 And Making Appropriations: Member Woodruff moved to
approve Resolution 03-03. Member Peterson seconded and the motion carried
unanimously on a voice vote.
B. Consideration of Memorandum of Understanding for FY
2003-2004: Member Beckstead moved to have Chair Welch sign the memorandum
between the City of Waldport and the Waldport Urban Renewal Agency. Member
Peterson seconded, and the motion carried unanimously on a voice
vote.
C. Other Issues: Chair Welch noted that there was a strong
possibility that the City would obtain the Transportation Enhancement grant, but
that grant did not address much of Highway 34. He suggested the Agency consider
some pedestrian safety enhancements similar to those proposed on Highway 101, to
be installed in conjunction with the proposed Highway 34 overlay project being
done by ODOT. Consensus of the Agency was to have Mr. McClintock provide
cost estimates. The Board can than consider which streets might benefit from the
treatment. Chair Welch noted that Bay Street should be considered a top priority
due to the number of schoolchildren who use that crossing.
8. ADJOURNMENT: At 6:42 p.m., there being no further business to come before the
Agency, Member Beckstead moved to adjourn. Member Peterson seconded,
and the motion carried unanimously on a voice vote.

Peterson, Beckstead and Church answered the roll. Member Eder was absent, a
quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. AGENCY MEMBER COMMENTS AND CONCERNS: None.
4. MINUTES: The Agency considered the minutes from the June 5, 2003 meeting.
Member Abbott moved to approve the minutes as presented. Member Peterson seconded,
and the motion carried unanimously on a voice vote.
5. DISCUSSION/ACTION ITEMS: Chair Welch explained that the purpose of the
meeting was to discuss the idea of putting in pedestrian extensions in
conjunction with the work that ODOT is currently doing on Highway 34. His
suggestion to the Agency was to consider crosswalks at Verbina, Cedar, Bay, and
Crestline near Mill Street. These would need to be engineered for ODOT and to
allow for handicapped accessibility. The "ballpark" figure provided by
Mr. McClintock was between $5000 and $7000 per "bulb-out" and two
would be needed at each crosswalk. Discussion ensued. Member Abbott moved
to have the City Planner and the Public Works Director look at the issue and
come up with a complete estimate, to authorize an expenditure of up to $100,000,
and to have the Urban Renewal Agency reconvene to look at the final plan. Member
Woodruff seconded and, following a brief discussion, the motion carried
unanimously on a voice vote.
6. ADJOURNMENT: At 9:50 a.m., there being no further business to come before the
Agency, the meeting was adjourned.
