AUGUST, 2003 URBAN RENEWAL AGENCY MINUTES

AUGUST 7, 2003

1. CALL TO ORDER AND ROLL CALL: Chair Welch called the meeting to order at 6:30 p.m. Chair Welch and Members Woodruff, Peterson, Beckstead, Eder and Church answered the roll. Member Abbott was absent. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. AGENCY MEMBER COMMENTS AND CONCERNS: None.
4. MINUTES: The Agency considered the minutes from the June 17, 2003 meeting. Member Church moved to approve the minutes as presented. Member Peterson seconded, and the motion carried unanimously on a voice vote.
5. FINANCIAL STATEMENT: No comments.
6. DISCUSSION/ACTION ITEMS: Chair Welch noted that a conceptual design for the bulb-outs on Highway 34 had been prepared by Mr. Lewis. Mr. McClintock had estimated $5,000 to $7,000 per bulb-out, and a firmer estimate would be available once the project goes to bid. If the Agency wanted brickwork, Mr. McClintock stated that it would be slightly more expensive. Chair Welch felt that brickwork would visually enhance the area, but stamped and/or colored concrete may be less expensive and still accomplish the same goal. Mr. McClintock indicated that scoring of the concrete is acceptable to ODOT for ADA compliance. Member Woodruff moved to proceed with Option A, to get quotes and move forward with the project, at least to determine the costs. Member Church seconded. Member Peterson asked about Option B. Discussion ensued. Ms. Leonard suggested that if Option A exceeded $7,000 then they may go with other options. Member Woodruff amended her motion to include that. Member Church seconded. The motion carried, with Chair Welch and Members Woodruff, Beckstead, Eder and Church voting "Aye", Member Peterson voting "Nay". Chair Welch asked about the next step, and Mr. McClintock responded that an engineered design will have to be approved by ODOT, as well as a right of way permit. ODOT may have file copies of submittals from other communities that can be used. The bidding process will be fairly simple and quick, once the design is approved.
7. ADJOURNMENT: At 6:42 p.m., there being no further business to come before the Agency, Member Woodruff moved to adjourn. Member Peterson seconded, and the motion carried unanimously on a voice vote.
