NOVEMBER, 2002 URBAN RENEWAL MEETING MINUTES:
NOVEMBER 7, 2002
1. CALL TO ORDER AND ROLL CALL: Chair Moore called the meeting to order at
6:00 p.m. Chair Moore and Members Abbott, Peterson, Beckstead, Welch and Church
answered the roll. Member Woodruff arrived at 6:04 p.m. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. AGENCY MEMBER COMMENTS AND CONCERNS: None.
4. MINUTES: The Agency considered the minutes from the October 23, 2002 Urban
Renewal meeting. Member Welch moved to approve the minutes as presented.
Member Peterson seconded, and the motion carried unanimously on a
voice vote.
5. FINANCIAL STATEMENT: Member Beckstead asked about Urban Renewal showing up on
the tax statements. Ms. Leonard explained that this was a result of the Shilo
Inn decision, where the schools had petitioned to have Urban Renewal removed
from their rate since it was a governmental entity. The Assessor's Office has
set up a distinct and separate line item on the tax statements to reflect the
Urban Renewal assessment.
6. DISCUSSION/ACTION ITEMS:
A. Consideration of City of
Waldport Invoice #880: Member Peterson moved to approve payment of the
invoice. Member Welch seconded, and the motion carried unanimously
on a voice vote.
B. 2001/2002 & 2002/2003
Assessment and Taxation Data for WURA: This was provided for information only.
It was noted that the excess assessed value has decreased, and the Assessor's
Office had indicated that property values had been reduced by about 5%.
C. Sa-Da-Munn Fence Request: Chair
Moore noted that at last meeting the residents were going to be meeting to
discuss cost-sharing, but nothing had been heard yet. He felt that they should
share in the costs. Member Beckstead moved to table the issue until the
next meeting. Member Moore seconded. Ms. Leonard explained that the
project had to be completed by November 15 in order to utilize RIB monies. RIB
will pay up to 60% of the cost. The motion and the second were withdrawn. Member
Church moved to notify Sa-Da-Munn that they will pay 60%, not to exceed
$3600, but a decision needs to be made as soon as possible. Member Woodruff seconded.
Member Welch noted that then the project was dependent on Sa-Da-Munn's response.
Ms. Leonard suggested that they go ahead and start the work, and hope that Sa-Da-Munn
would pay the 40%. If they don't, then the Agency would pay that portion, as it
was intended to correct a traffic problem. Discussion ensued. Member Welch
suggested withdrawing the motion. Member Church withdrew his motion, Member
Woodruff withdrew her second. Member Peterson moved to approve the
construction of the fence along the Sa-Da-Munn property line, contingent upon
the fact that they will participate and pay 40% of the cost. Ms. Leonard noted
that the RIB grant may only reimburse 60% of what the Agency pays. Member
Peterson withdrew his motion. Member Church moved to have the Urban
Renewal Agency install a fence along Starr Street, adjacent to the Sa-Da-Munn
property. Member Peterson seconded. The motion carried unanimously
on a voice vote. Member Woodruff moved to ask Sa-Da-Munn to donate 40% of
the cost to the Urban Renewal Agency. Member Welch seconded. The motion carried
unanimously on a voice vote.
D. Other Issues: An additional
packet had been distributed at the meeting, containing the September Attorney's
Bill, and a bid from Ted Stephens for the fencing at the Starr Street location.
1. Attorney
Bill: Member Welch moved to pay the Attorney bill. Member Beckstead seconded,
and the motion carried unanimously on a voice vote.
2. Bid from
Ted Stephens for fencing: Mr. McClintock noted that this was the best price
available. Member Woodruff moved to approve the bid, Member Welch seconded,
and the motion carried unanimously on a voice vote.
7. ADJOURNMENT: At 6:24 p.m., there being no further business to come before the
Agency, the meeting was adjourned.
