JULY, 2002 URBAN RENEWAL AGENCY MEETING MINUTES:

1.    ROLL CALL: Chair Moore called the meeting to order at 10:00 a.m. Chair Moore and Members Abbott, Woodruff, Peterson, Beckstead and Welch answered the roll. Member Church was absent. A quorum was present.
2.    CITIZEN COMMENTS AND CONCERNS: None.
3.    AGENCY MEMBER COMMENTS AND CONCERNS: None.
4.    MINUTES: The Agency considered the minutes from the June 6 and June 25 meetings. Mr. Welch moved to approve the minutes as presented. Mr. Beckstead seconded, and the motion carried unanimously on a voice vote.
5.    FINANCIAL STATEMENT: The Agency considered the financial statement for the month of June, 2002. There were no questions.
6.    EXECUTIVE SESSION: At 10:01 a.m., the Agency recessed into Executive Session, pursuant to ORS 192.660(1)(e): To conduct deliberations with persons designated by the governing body to negotiate real property transactions. The purpose of the Executive Session was to discuss two offers on the Waldport Motel property. At 10:54 p.m., the Agency reconvened into Open Session.
7.    ACTIONS, IF ANY, FROM EXECUTIVE SESSION: None.
8.    DISCUSSION/ACTION ITEMS:
    A.    Consideration of Contract for Attorney Services: Mr. Welch moved to accept the contract. Mr. Abbott seconded. Ms. Woodruff noted that the language under services reflected a monthly retainer fee, though it had not been included in the compensation portion of the contract. Following a brief discussion, Ms. Woodruff moved to amend the contract by removing the words "within the monthly retainer fee". Mr. Welch seconded. The motion to amend carried unanimously on a voice vote. The main motion, as amended, then carried unanimously on a voice vote.
    B.    Consideration of Contract Amendment for Engineering Services: Ms. Leonard noted that this was a two-year contract. Mr. Beckstead moved to approve the contract amendment, Ms. Woodruff seconded. The motion then carried unanimously on a voice vote.
    C.    Other Issues: None.
9.    ADJOURNMENT: At 11:00 a.m., there being no further business to come before the Agency, the meeting was adjourned.
