OCTOBER, 2000 PLANNING COMMISSION MINUTES:
OCTOBER
17, 2000
1.
CALL TO ORDER AND ROLL CALL: Chair
Balen called the meeting to order at 6:31 p.m.
Chair Balen and Commissioners Cutter, Hauser and Woodruff answered the
roll. Commissioners Uhl and
Milligan were absent. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. COMMISSION COMMENTS AND CONCERNS:
A brief discussion ensued regarding ideas for the possible use of the
recently purchased motel property. Chair
Balen will condense these ideas into a letter to be included with the upcoming
Urban Renewal Agency public hearing on the issue.
4. MINUTES: The Commission considered the minutes from September 19, 2000.
Chair Balen noted a correction needed to be made, striking the last
sentence under Item #3. Commissioner
Hauser moved to approve the minutes as amended, Commissioner Woodruff seconded,
and the motion carried unanimously on a voice vote.
5. CORRESPONDENCE: None
6. PUBLIC HEARING: None
7. OLD BUSINESS: Continued Review of Waldport Comprehensive Plan's Estuary
Plan: City Planner Thompson
showed the areas under consideration on the map.
Discussion ensued. Mr.
Thompson explained that any proposed changes would have to be taken to the
County, and his recommendation was that the City take over jurisdiction of
Section 6. Consensus of
the Commission was to have Mr. Thompson draft the document containing the
recommendations for consideration at their next meeting.
8. NEW BUSINESS:
A.
Dedication of Public Streets - Ann and Kathleen Streets:
Mr. Thompson explained the role of the Commission in the procedure,
according to the Waldport Municipal Code.
He indicated that Dahl is requesting that the City accept these streets
as public streets, and Public Works Director McClintock has determined that
the streets do meet the City's standards.
Following a brief discussion, the general consensus of the Commission
was that this action would be complimentary to the City's Comprehensive Plan.
Commissioner Hauser moved to forward a recommendation to approve
to the City Council, Commissioner Cutter seconded, adding that the City
needed to aggressively pursue an alternate route which will tie the industrial
area to Highway 101. The motion carried
unanimously on a voice vote.
B. Testing of Alsea Bay Effluent - Test Report and Map:
Chair Balen expressed concern regarding the testing of the effluent,
wondering if the failing systems could be pinpointed. Mr. Thompson noted that the County had the right to test
individual properties.
C. Planning Report - October 13, 2000:
Mr. Thompson reviewed his written report.
A brief discussion ensued regarding the number of abandoned vehicles,
which appeared to be on the increase.
Chair Balen expressed a concern regarding the testing of fire hydrants
in Alsea Highlands, noting that neither fire district wished to take
responsibility. Staff recommended
he contact Public Works Director McClintock to ascertain if this were
something which could be done by that department.
9. ADJOURNMENT: At 7:50 p.m.,
there being no further business to come before the Commission, Commissioner
Hauser moved to adjourn. Commissioner
Cutter seconded, and the motion carried unanimously on a voice
vote.
