SEPTEMBER, 2011 COUNCIL MINUTES
SEPTEMBER 8, 2011
1. CALL TO ORDER AND ROLL CALL: Mayor Woodruff called the
meeting to order at 2:00 p.m. Mayor Woodruff and Councilors Kelly, Brown, Hanes,
Campbell, Cutter and Holland answered the roll. A quorum was present.
2. MINUTES: The Council considered the minutes from the August 11, 2011 meeting.
Councilor Holland moved to approve the minutes as presented. Councilor
Brown seconded, and the motion carried unanimously on a voice
vote.
3. PUBLIC COMMENTS/PRESENTATIONS: Pam Gardner, District Ranger of the Central
Coast Ranger District addressed the Council and gave an overview of the Ranger
District’s current activities and upcoming projects.
4. DISCUSSION/ACTION ITEMS: None.
5. COUNCIL COMMENTS AND CONCERNS: Councilor Holland indicated that he had a
scheduling conflict with the Area Commission Transportation meetings and would
not be able to attend them on a regular basis. Councilor Cutter noted that he is
currently on two other Council of Government boards and receives numerous
regular updates, so it is probably not necessary to have a member of the Council
attend the transportation meetings. Councilor Holland announced that there would
be a "sneak preview" of the work being done on the historical mural, from 12:00
noon to 3:00 p.m. on Saturday, September 10.
6. REPORTS: City Manager Leonard discussed a recent counterfeit check-cashing
scheme that the City had encountered, and noted that additional security
procedures have been implemented in order to help prevent such an occurrence in
the future. Several other cities in the region have experienced similar
incidents. The bank did not hold the City liable for the funds, and has since
reimbursed the City. Ms. Leonard noted that she and Fire
Chief Clawson had surveyed the emergency supplies at the Crestview Heights
school, and were rethinking the method of water storage. Currently the water is
being stored in 55-gallon drums, stacked one on another, which would make it
very difficult to access the contents. A small water pump purification system
which can be powered by a car battery and which will pump 3600 gallons per day
can be purchased for about $2200. Given the reasonable cost, plans are being
made to possibly purchase such systems for the other emergency depots as well.
Ms. Leonard reported on the Centennial celebration, noting that the Cruzin’ for
Crab festival will bring the celebration to a close. The pins, coins and
calendars are on sale for half price, and after the festival the remaining stock
will be donated to the Waldport Historical Museum for them to dispose of as they
see fit. There was about $6400 remaining in the Centennial fund, and the
committee decided to allocate $5000 to the historical mural project. The rest of
the monies, along with any income from sales up to the end of the Cruzin’ For
Crab festival, will go to the Chamber of Commerce for the Fireworks Fund.
Additionally, the Chamber will receive all but four of the Centennial street
banners. Proceeds from the sales of the Centennial banners could then be used to
purchase additional decorative banners. Ms. Leonard noted that the City’s
landscape maintenance contractor will be taking over the maintenance of the
downtown flowerpots as well, which will be much more cost-effective than having
Public Works take care of them. The City has just received the permit from ODOT
for the Starr Street restroom, and Public Works Director Alfano is working with
Angell Job Corps for assistance in building the structure. The proposed trail
from Park Drive to the Kendall Ballfield has also gotten the go-ahead, and work
has already begun on that project.

Council, the meeting was adjourned.
