1. CALL TO ORDER AND ROLL CALL: Mayor Woodruff called the meeting to order at 2:00 p.m. Mayor Woodruff and Councilors Kelly, Hanes, Brown, Campbell, Cutter and Holland answered the roll. A quorum was present.

2. MINUTES: The Council considered the minutes from the October 13, 2011 meeting. Councilor Holland moved to approve the minutes as presented. Councilor Hanes seconded, and the motion carried unanimously.

3. PUBLIC COMMENTS/PRESENTATIONS: Sally Bovett reported to the Council that Habitat for Humanity has purchased two lots in Old Town and are planning to erect four townhouses. She reviewed the program and noted that they were asking for volunteers. Councilor Kelly asked about tsunami concerns and Ms. Bovett responded that those had been taken into consideration but they were still moving ahead with the project.

4. DISCUSSION/ACTION ITEMS:
    A. Consideration of Letter of Support - Lincoln County School District: Sue Graves addressed the Council regarding the purpose and need for the letter. At present the School District has no plans for the high school property and the status of the grant would probably be unknown until at least March or April. Councilor Campbell suggested reclamation of resources as part of the demolition process. Councilor Cutter moved to approve signing the letter of support. Councilor Holland seconded, and the motion carried unanimously. Ms. Graves noted that the State of Oregon had approached them regarding the project, as it would be the first FEMA tsunami acquisition and may become an example for other such applications.
    B. Overview of 2010-2011 Audit: City Manager Leonard provided a PowerPoint presentation on the audit. Discussion ensued regarding economic development and the types of projects that might fit the category. Consensus of the Council was to further address the topic at a workshop in January.

5. COUNCIL COMMENTS AND CONCERNS: Councilor Kelly reported that he had recently visited the skatepark and discovered evidence that there is at least one bear in the area. Mayor Woodruff mentioned that the mural dedication would be held on Saturday, November 19 at noon and all interested persons were invited to attend. Councilor Hanes noted the lack of promotion for the recent High School homecoming and first football game. Mayor Woodruff commented favorably on the Chataqua presentation by Poet Laureate Paula Ann Peterson. She distributed a letter, supporting Newport in their Connect IV application, for the Council’s review. Councilor Holland moved to approve signing, Councilor Campbell seconded, and the motion carried unanimously.

6. REPORTS: City Manager Leonard informed the Council that the City has placed truck weight limits on Range Drive after determining that double-trailer trucks were damaging the road surface. Those vehicles should be utilizing Wakonda Beach Road instead. The School and the Sheriff’s deputies have been informed of this. Ms. Leonard noted that the Woodland Trail is quite spectacular, workers from Lincoln County Parole and Probation have been working up there for a month and have literally transformed the area. The new Lincoln County Emergency Services Director will be addressing the Council in January regarding a county-wide coordinated plan for emergencies. Ms. Leonard reported that ODOT was still working on standards for tsunami signage. A brief discussion ensued regarding the City’s grant application for the restroom at the south end of town, and the Fire District’s application for an electronic community notification sign. Councilor Hanes suggested that there may be monies available through Homeland Security for the sign, and Ms. Leonard noted that ODOT will be involved with the sign process as well, as it will be situated on their highway.
    Reports from the Public Works Director, the City Librarian and the City Planner, including the Planning Commission minutes from August, were contained in the packet materials.

7. GOOD OF THE ORDER: Councilor Hanes noted that the Library has installed a sheltered area at the entrance, to help protect patrons from wind and rain.

8. ADJOURNMENT: At 3:56 p.m., there being no further business to come before the Council, the meeting was adjourned.
