JULY, 2011 COUNCIL MINUTES
JULY 14, 2011
1. CALL TO ORDER AND ROLL CALL: Mayor Woodruff called the
meeting to order at 2:00 p.m. Mayor Woodruff and Councilors Kelly, Hanes, Brown,
Campbell, Cutter and Holland answered the roll. A quorum was present.
2. MINUTES: The Council considered the minutes from the June 9, 2011 meeting.
Councilor Cutter moved to approve the minutes as presented. Councilor
Brown seconded, and the motion carried unanimously on a voice
vote.
3. CITIZEN COMMENTS AND CONCERNS: None.
4. DISCUSSION/ACTION ITEMS:
A. Reappointment of Library Board Member Norm Hooker:
Councilor Hanes, who represents the Council on the Library Board, made a
recommendation that Mr. Hooker be reappointed, citing his involvement with the
Board and his willingness to assist on projects. Councilor Cutter moved
to approve the reappointment. Councilor Hanes seconded, and the motion
carried unanimously.
B. Consideration of Traffic and Public Safety Committee
Recommendations: Councilor Hanes reviewed the written materials provided in the
Council packet. She noted that Lincoln City has several tsunami warning beacons
on the beach area in lieu of sirens, as the sound of the surf may override the
sound of a siren. She also suggested additional route signs, and possibly
strategically placed maps which would show escape routes in relation to the map
location. Another recommendation was to begin cycling out the supplies purchased
in 2008, possibly by donation to Food Share or other agencies. Councilor
Campbell suggested Councilor Hanes contact the vendor to ascertain if they had a
means in place for this. Councilor Cutter also suggested contacting other
entities, such as the Red Cross, to see how they handle the situation. In regard
to Waldport becoming recognized as a "Tsunami/Storm Ready" community, Ms.
Leonard will look into this to see if the City would qualify by virtue of the
independent agencies such as Central Coast Fire and Rescue, and the Lincoln
County Sheriff’s Department. Mayor Woodruff suggested that Councilor Hanes
contact Curtis Landers, Lincoln County Emergency Services in regard to signage,
and Councilor Cutter noted that elevation signage may also be important.
C. Other issues: None.
5. COUNCIL COMMENTS AND CONCERNS: None.
6. STAFF REPORTS: Reports from the Public Works Director, the City Planner
and the City Librarian were contained in the packet materials. City Manager
Leonard informed the Council that she had met with ODOT that day in regard to
the downtown location for a restroom. They are willing to give the City a permit
to put one on the ODOT right-of-way near the intersection of Starr Street and
Norwood Drive. Councilor Campbell suggested putting the project out to bid, as
the City may be able to get a better price. The historical mural sponsored by
the City and the Port of Alsea is currently being painted, and Ms. Leonard noted
that it will be done in sections so that it can be easily moved if necessary. It
will hopefully be ready to install by the end of September. Ms. Leonard
announced that the Community Center is finally self-sufficient, due to the
ongoing efforts of the manager, Lou Piette. Rental income has risen from
approximately $3,200 to $17,000. Bids are being taken for painting the interior
of the center, and Ms. Leonard also noted that there is now a $2,400 annual
distribution from the Archer and Mary Curtis fund which is benefitting the
Center for "general purposes". Mayor Woodruff suggested a plaque of appreciation
to the benefactors might be in order.
7. GOOD OF THE ORDER: Councilor Brown mentioned the recent award given to City
Manager Leonard for her efforts in making Waldport an herbicide-free community
by banning chemical herbicide use on all City properties and persuading
ODOT to mow rather than spray along the local highways.
8. ADJOURNMENT: At 2:45 p.m., there being no further business to come before the
Council, the meeting was adjourned.
