OCTOBER, 2010 COUNCIL MINUTES
OCTOBER 14, 2010
1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the
meeting to order at 2:05 p.m. Mayor Welch and Councilors Kelly, Hanes, Woodruff,
Cutter and Holland answered the roll. Councilor Campbell was excused. A quorum
was present.
2. MINUTES: The Council considered the minutes from the September 9, 2010
meeting. Councilor Kelly moved to accept the minutes as presented.
Councilor Cutter seconded, and the motion carried unanimously on a
voice vote.
3. CITIZEN COMMENTS AND CONCERNS: Tonner Hayes addressed the Council regarding
the acquisition of the Middle School site for South County Resources. Councilor
Holland mentioned that he has started to attend the meetings regarding this
issue. David Peltier addressed the Council regarding acquiring grants and the
difficulties thereof. He asked for a letter of support from the Council. Charles
Riddle noted he had met with County Commissioner Hall, who indicated he would
write a letter of support if one were provided by the City Council.
4. DISCUSSION/ACTION ITEMS:
A. Consideration fo Resolution Memorializing Decision to
Rename Arrow Street. Ms. Leonard explained that this resolution would finalize
the action the Council took at the previous meeting, to rename Arrow Street as
Highway 101 through downtown Waldport. Councilor Woodruff moved to
approve Resolution No. 1153. Councilor Cutter seconded, and the motion
carried unanimously on a voice vote.
B. TGM Grant for Yaquina John Point Land Use and
Transportation Plan: Ms. Leonard explained that the City has received a grant of
$84,000 to prepare this plan, which will address the area on Highway 101 between
Keady Wayside Park and Ocean Hills, facilitating planned growth and highway
access in that area. No action was required from the Council.
C. Other Issues: None.
5. COUNCIL COMMENTS AND CONCERNS: Councilor Kelly voiced a concern regarding the
deteriorating condition of the skateboard bench at the skate park. Councilor
Cutter suggested contacting the builders and informing them that if repairs are
not made, the bench will be removed. Councilor Holland wondered how to go about
obtaining a letter of support from the Council for the acquisition of the school
facility. Councilor Cutter noted that he was quite hesitant to invest in
critical human services in an area that is subject to natural disasters and also
voiced concern regarding the age of the structure. Councilor Woodruff agreed.
The Council asked staff to look into the potential ramifications of a letter of
support. Mayor Welch stated that he met with engineers from ODOT regarding the
Lint Slough bridge and felt they made progress in making it pedestrian-safe.
ODOT has agreed to remove the Jersey barriers and put in a guard rail, which
will take up less space on the walkway. Ms. Leonard reported that she has spoken
with ODOT in regard to this issue, and they will be adding those improvements to
their current project.
6. STAFF REPORTS:
City Manager: Ms. Leonard noted that the next regularly
scheduled Council meeting falls on Veteran’s Day, which is a holiday. Following
a brief discussion, consensus of the Council was to meet on Wednesday,
November 17 at 2:00 p.m. With regard to the request from Councilor Hanes about
getting a report of traffic stops in downtown Waldport from the State Police,
Ms. Leonard has checked with them but they are unable to produce a report at
this time due to software issues. She noted that the City is going to surplus
the old police vehicle, as it is becoming expensive to maintain. Ms. Leonard
gave a brief update of the last Centennial Committee meeting and noted that we
are in the process of ordering pins and coins. The banners are still being
designed, but she noted that they will be less expensive than the current
banners we have along Highway 101 and Highway 34. In regard to the additional
signage for Hemlock Street on Highway 34, Ms. Leonard indicated that Public
Works Director Alfano is working with ODOT on the issue.
City Librarian: The minutes from the last Board meeting and
the circulation report were in the packet materials, along with the annual 2010
Oregon Public Library Statistical Report.
City Planner: The Planning Commission minutes from August 24,
2010 were in the packet materials.
7. CONSENT AGENDA: The Council considered the proclamation for Domestic Violence
Awareness Month. Councilor Cutter moved to approve the Consent Agenda.
Councilor Hanes seconded, and the motion carried unanimously on a
voice vote.
8. ADJOURNMENT: At 3:05 p.m., there being no further business to come before the
Council, the meeting was adjourned.
