NOVEMBER, 2010 COUNCIL MINUTES
NOVEMBER 17, 2010
1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the
meeting to order at 2:00 p.m. Mayor Welch and Councilors Kelly, Hanes, Woodruff,
Campbell and Cutter answered the roll. Councilor Holland was excused. A quorum
was present.
2. MINUTES: The Council considered the minutes from the October 15, 2010
meeting. Councilor Kelly moved to approve the minutes as presented.
Councilor Cutter seconded, and the motion carried unanimously on a
voice vote.
3. CITIZEN COMMENTS AND CONCERNS: Holly Barnett from Yachats addressed the
Council regarding her concerns about the increasing incidence of
Leptospirosis in the seal and sea lion populations and suggesting that
additional signage might be posted at beach accesses. She will contact other
coastal cities to make them aware of the issue as well. Councilor Cutter noted
that these outbreaks are an annual event, though this year is somewhat worse
than others due to environmental factors.
4. DISCUSSION/ACTION ITEMS:
A. Budget Amendments for 2010-2011 Budget: Ms. Leonard
explained the need for the budget amendments. Councilor Cutter moved to
approve Resolution No. 1154. Councilor Kelly seconded. Councilor Woodruff
noted that the ability to prepay the loan was due in large part to the excellent
fiscal management of the City. The motion carried unanimously on a voice
vote.
B. Oregon Water & Wastewater Agency Response Network
(ORWARN): Ms. Leonard noted that this item was for information only. The City’s
Public Works Department is participating in this program.
C. Other Issues: None.
5. COUNCIL COMMENTS AND CONCERNS: Mayor Welch noted that he had attended the
recent Oregon Coastal Management meeting and displayed the Achievement Award for
Urban Vitality which he had received on behalf of the City, based on the success
of the recently completed Downtown Revitalization Project. Ms. Leonard reported
that the PowerPoint presentation of the project, done by City Planner Larry
Lewis, had been very popular at that meeting. Mayor Welch indicated that he had
been contacted by relatives from the shipwreck of the Atalanta, which had
occurred 112 years ago. There had been a memorial placed at Tillicum Beach State
Park but when they went to visit the site, it had been vandalized. The Mayor
wondered if the Council would be interested in helping to replace the memorial.
Following a brief discussion, consensus of the Council was that there was
no compelling interest to be part of the replacement, especially as there was no
guarantee that the site would not be vandalized again.
6. STAFF REPORTS:
A. City Manager: Ms. Leonard noted the letter in the packet
materials regarding the City’s award from the Oregon Coastal Management
Association, and the letter from ODOT regarding the improvements they plan to
make to Lint Slough bridge. She reported that the City has just received the
insurance settlement for the lightning damage which occurred back in March. Ms.
Leonard then displayed the new Centennial pins, coins and banners, and noted
that the funds for the Centennial celebration are administered by the Chamber of
Commerce. Councilor Campbell mentioned that he had displayed these items at the
recent Chamber luncheon and spoke with the publisher of the NewsTimes who
happened to be in attendance. When he learned of the City’s $10,000 allocation
toward the celebration, he offered to match that with $10,000 worth of news
publications, which will definitely assist in advertising the upcoming events.
7. CORRESPONDENCE: Letters from the Oregon Coast Management program and ODOT
were included in the packet materials. No action was required.
8. GOOD OF THE ORDER: Councilor Cutter asked about reinitiating a dialogue with
the State and ODFW regarding hunting in the Lint Slough area. Ms. Leonard will
recontact ODFW regarding this issue.
9. ADJOURNMENT: At 2:55 p.m., there being no further business to come before the
Council, the meeting was adjourned.
