DECEMBER 2010 COUNCIL MINUTES
DECEMBER 9, 2010
1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the
meeting to order at 2:00 p.m. Mayor Welch and Councilors Hanes, Cutter, Holland,
Woodruff, Campbell and Kelly answered the roll. A quorum was present. Mayor
Welch recognized Linda Brown, incoming Councilor.
2. MINUTES: The Council considered the minutes from the November 17, 2010
meeting. Councilor Kelly moved to accept the minutes as presented.
Councilor Cutter seconded and the motion carried unanimously on a
voice vote.
3. CITIZEN COMMENTS AND CONCERNS: None.
4. DISCUSSION/ACTION ITEMS:
A. Acceptance of the Abstract of Votes: Ms. Leonard explained
that this is something that is done each year once the votes have been counted.
Councilor Cutter moved to accept the abstract, Councilor Woodruff
seconded, and the motion carried unanimously on a voice vote.
B. Other Issues: Councilor Cutter noted ODFW was amenable to
putting up signage to warn hunters of gun elevation and impact on neighborhoods.
5. COUNCIL COMMENTS AND CONCERNS: Councilor Hanes asked about the banners, and
Ms. Leonard responded that the Chamber’s Christmas banners were being installed
by Pioneer. The City has submitted a bid for a lift truck from Central Lincoln
PUD so we can maintain the City’s banners as well as being utilized for other
work. Councilor Kelly asked about traffic enforcement and Ms. Leonard noted that
the speed monitors are more useful in the summer months with tourist traffic.
Councilor Kelly mentioned that he felt the traffic enforcement has improved with
the combined presence of the Sheriff’s Department and the State Police. It was
asked that a year-end report from the Code Compliance Officer be provided for
the January meeting. Councilor Campbell indicated that the Chamber was
contributing $3500 to the Centennial Celebration, with additional monies coming
in from the golf tournament and other events. Councilor Woodruff reported that
the county’s Sustainability Action Committee which obtains funding from the
Solid Waste District is struggling with funding right now.
Updates will be provided. Mayor Welch reviewed his past 12 years of service and
extended his thanks to the City’s staff for their support.
6. STAFF REPORTS:
A. City Manager: Ms. Leonard gave a brief report on the lift
truck, and noted that the outfall upgrade at Lint Slough Bridge would be taking
place in the next couple of weeks. She displayed the Centennial calendar that
had been created by Colleen Nickerson, and noted that they would be available
for $5 each.
B. City Librarian: Report contained in the packet materials.
C. City Planner: Report and minutes from the last Planning
Commission meeting contained in the packet materials.
7. GOOD OF THE ORDER: Ms. Leonard presented a plaque of appreciation to outgoing
Mayor Herman Welch and noted that refreshments would be available following the
close of the meeting.
8. ADJOURNMENT: At 2:22 p.m., there being no further business to come before the
Council, the meeting was adjourned.
