AUGUST, 2010 COUNCIL MINUTES
AUGUST 12, 2010
1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the
meeting to order at 2:00 p.m. Mayor Welch and Councilors Kelly, Hanes, Woodruff,
Campbell, Cutter and Holland answered the roll. A quorum was present.
2. MINUTES: The Council considered the minutes from the July 8, 2010 meeting.
Councilor Kelly moved to approve the minutes as presented. Councilor
Holland seconded, and the motion carried unanimously on a voice
vote.
3. CITIZEN COMMENTS AND CONCERNS: John Maré addressed the Council regarding
trails, noting that he has served on the statewide Trails Committee for the past
several years, and initiated a regional trails committee with the Forest
Service, Port of Alsea, the cities of Waldport and Yachats, Lincoln County, and
Oregon Parks about five years ago. He is also an active member of the Waldport
Walkers hiking club. He asked that the Council consider forming a Trails
Committee, or reactivating the Parks Committee and make it a Parks and Trails
Committee. He felt that this would assist in the process of creating a
well-constructed trail system, and increase the likelihood of obtaining
additional funding. Mayor Welch suggested that he provide a brief written
statement of what he was looking for, so that the Council could further discuss
the issue, and he agreed to do so.
4. CORRESPONDENCE: None.
5. DISCUSSION/ACTION ITEMS: None.
6. COUNCIL COMMENTS AND CONCERNS: Councilor Cutter noted that the young bears
have been extremely active in the Crestline area, and encouraged people to look
into obtaining the bearproof trash receptacles that Dahl’s provides. Mayor Welch
reviewed the recent Mayor’s conference he attended, and indicated that he had
met with ODOT Director Matt Garrett regarding the pedestrian access on Lint
Slough Bridge, which is currently far too narrow for safety.
7. STAFF REPORTS: The Council considered the written staff reports from the City
Manager, the City Librarian, the City Planner, and the Code Compliance Officer.
A brief discussion ensued regarding the process for code compliance, and what
can be done to address the issue of repeat offenders. Councilor Hanes noted that
the great circulation numbers for the Library indicate that their funds are
being well spent.
8. GOOD OF THE ORDER: Councilor Campbell reported that the Chamber of Commerce
has successfully completed their budget at their last meeting, and they are
pleased with the results. They will be working on improving their website.
Councilor Woodruff suggested that they consider applying for a grant to do this.
It was noted that the Wednesday farmer’s market has been very successful, and
they will be starting to hold one on Saturdays as well. Mayor Welch gave a brief
review of the last Centennial Committee meeting, and the Council reviewed the
proposed logo designs. Councilor Campbell reported that the recent golf
tournament netted about $1800 to be split between South County Resources, the
Fireworks Fund, and the Centennial Committee.
9. ADJOURNMENT: At 2:47 p.m., there being no further business to come before the
Council, the meeting was adjourned.
