APRIL 8, 2010

1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the meeting to order at 2:10 p.m. Mayor Welch and Councilors Kelly, Hanes, Woodruff, Campbell, Cutter and Holland answered the roll. A quorum was present.
2. MINUTES: The Council considered the minutes from the March 18, 2010 meeting. Councilor Kelly moved to approve the minutes as presented. Councilor Cutter seconded, and the motion carried unanimously on a voice vote.
3. CITIZEN COMMENTS AND CONCERNS: Eric Pohl addressed the Council regarding home occupations. He was advised to talk to the City Planner regarding his concerns.
4. DISCUSSION/ACTION ITEMS: None.
5. COUNCIL COMMENTS AND CONCERNS: Councilor Kelly noted that the tsunami warning signal test schedule has been changed from Monday at noon to Wednesday at 11:00 a.m. Ms. Leonard stated that the City had not received any official notification, but she had read an article in regard to this, and sent an email to apprise the Council and other interested parties. A notice will be put on the City’s website to make people aware of the change. Councilor Kelly also expressed concern about enforcing the use of protective gear at the skatepark, wondering if the City had liability if accidents occur. Ms. Leonard responded that the City has legal immunity to accidents if the equipment is properly maintained. Councilor Campbell noted that some of the City’s banners are beginning to look the worse for wear and Ms. Leonard noted that the City is planning to bid on a used lift truck so that the Public Works crew can maintain them rather than relying on Pioneer Telephone to take care of them. A brief discussion ensued regarding the Scenic Byway designation for Highway 34. It was also noted that Highway 20 will be closed down from May 14 through the 17^th, and that traffic will be diverted to Highway 34. Mayor Welch gave a brief review of the high school relocation meetings that he and Ms. Woodruff have been attending, and noted that the steering committee will be making a presentation to the School Board on May 18^th. At present it looks favorable for getting a school construction bond on the ballot, though it will probably be a couple of years before the facility is completed.
6. STAFF REPORTS:
    A. City Manager Report: Ms. Leonard reported that the City had a lightning event two weeks ago Friday that affected the sewer plant and two pump stations. They’re still not sure if there was a surge or if lightning hit the wires, but the sewer plant was greatly affected. The plant is still processing wastewater properly, but this has to be done manually since the computer equipment was damaged. Because of the amount of damage and the type of equipment that was damaged, it will take some time to get the plant back to full electronic functionality. The PUD is concerned about the increase in lightning and is looking into the possibility of installing lightning arresters or taking other measures to prevent problems such as this. Ms. Leonard noted that she and Mr. Alfano are working with the County to put together a "Continuity of Operations Plan" (COOP), which will eventually come before the Council for review. The City has purchased a new projector and screen and they have been installed in the Council Room to assist in video presentations. Ms. Leonard reminded the Council that the Budget Committee meeting was scheduled for May 4^th at 1:30 p.m. She also noted that the City has received word that the application for the Woodland Trail grant was successful. The Engineers have completed the SDC update, which will be coming to the Council for review and approval. Councilor Cutter asked about affordable housing and whether SDC fees could be paid over time. Ms. Leonard responded that, by law, the City has to allow a payment plan, though most people do pay up front to avoid a lien on the property.
    B. City Librarian: The minutes from the February Board meeting and the circulation report were included in the packet materials.
    C. City Planner: The Planner’s report and the minutes from the February Planning Commission meeting were included in the packet materials.
