APRIL 9, 2009
1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the City
Council meeting to order at 2:44 p.m., following the joint meeting of the
Lincoln County Commissioners and the City of Waldport. Mayor Welch and
Councilors Kelly, Woodruff, Campbell and Cutter answered the roll. Councilor
Hanes was excused. A quorum was present.
Mayor Welch mentioned the passing of former Council member
Charles Church, and gave a brief review of his years of service to both his
community and his country.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. COUNCIL COMMENTS AND CONCERNS: Councilor Kelly noted Crestline Park is
looking quite nice, and Ms. Leonard indicated more improvements are planned.
Councilor Cutter mentioned that there was still hope among the neighborhood
mothers that there would be a large play structure installed. Councilor Woodruff
said that the Kiwanis were volunteering to weed both Keady
and Meridian Park on Saturday, and wondered if the City would be interested in
them sponsoring one of the parks. The Council had no objection to the idea.
4. MINUTES: The Council considered the minutes from the March 12, 2009 meeting.
Councilor Cutter moved to approve the minutes as presented. Councilor
Kelly seconded, and the motion carried unanimously on a voice
vote.
5. CORRESPONDENCE: None.
6. PUBLIC HEARING: None.
7. CITY MANAGER REPORT: Ms. Leonard noted that the City’s Code Compliance
Officer, Mr. Kittel, has been very busy. She will make a report available to the
Council members on the recent nuisance issues he has addressed. Councilor Cutter
mentioned that he had gotten one of the bear-proof trash cans from Dahl’s
Disposal, and it appears to be working as advertised. Ms. Leonard reminded the
Council that the Sheriff’s report was available to them, and a brief discussion
ensued regarding coverage and the upcoming County budget cuts. Ms. Leonard
reported that the City’s stimulus funds application is still in the process. The
City has received a grant for $4500 for banners, and the City plans on
installing 28 banners on Highway 101 and 14 banners on Highway 34. Ms. Leonard
noted that the Chamber of Commerce was also looking at purchasing banners, so
the banners can be altered depending on the season.
8. COMMITTEE REPORTS: None.
9. INFORMATIONAL ITEMS: The following items were in the Council packet: the
Planner report, Planning Commission minutes from January and February, 2009. No
action was necessary.
10. CONSENT CALENDAR: No items.
11. DISCUSSION/ACTION ITEMS:
A. Ordinance and Resolution for Oregon Ballot Measure 49: Ms.
Leonard explained that these had been suggested by the City Attorney, and would
replace the procedure set in place for Measure 9. Hearing no objections, Mayor
Welch read Ordinance No. 726 by title only for the first and second readings.
Councilor Woodruff moved to approve Ordinance No. 726. Councilor Cutter
seconded, and the motion carried unanimously. The Council then
considered the resolution to set the hearing fees. Councilor Campbell moved to
approve Resolution No. 1131. Councilor Woodruff seconded, and the motion
carried unanimously on a voice vote.
B. Boundary Adjustment on City Property: Ms. Leonard
explained that this was near the water treatment plant, and the property owner
had requested the adjustment after a recent survey showed that his preexisting
fence line was actually on City property. The property owners paid for the
boundary adjustment survey, the easement description and filing fees, and had
offered $500 for the property. Councilor Cutter moved to approve the
adjustment. Councilor Woodruff seconded, and the motion carried
unanimously on a voice vote.
C. Forest Capital Written Response and Update: A brief
discussion ensued regarding the letter from Forest Capital, confirming the
verbal testimony given at the March Council meeting about the ground-based
application of herbicides on their property. No action was required.
Mayor Welch reported that the Yachats City Council had
approved the date of June 18, 2009 for the joint workshop, which would commence
at 12:00 p.m. here at City Hall. He noted that the Port of Alsea will also be
invited to attend.
Ms. Leonard noted that the Community Center would be holding
a weekly Farmer’s Market beginning in May. Mayor Welch signed the proclamation,
which will allow the vendors to be exempt from the City’s business license
requirements.
12. ADJOURNMENT: At 3:22 p.m., there being no further business to come before
the Council, the meeting was adjourned.
