JANUARY 10, 2007
1. CALL TO ORDER AND ROLL CALL: Mayor Welch called the
meeting to order at 2:00 p.m. Mayor Welch and Councilors Kelly, Hanes, Woodruff,
Campbell, Cutter and Havens answered the roll. A quorum was present.
2. CITIZEN COMMENTS AND CONCERNS: None.
3. COUNCIL COMMENTS AND CONCERNS: Councilor Kelly complimented Public Works on
solving a problem with a stop sign on the corner of Mill and Keady. Councilor
Woodruff voiced concern about several properties around town that were in
violation of the City’s code regarding trash and junk vehicles. Ms. Leonard
explained the procedure to address these situations, noting that complaint forms
are available at City Hall.
4. MINUTES: The Council considered the minutes from the December 13, 2007
meeting. Councilor Kelly moved to approve the minutes as presented.
Councilor Cutter seconded, and the motion carried unanimously on a
voice vote.
5. CORRESPONDENCE: The Council acknowledged receipt of a letter of appreciation
from the Yachats Clinic, in regard to their budgetary allocation.
6. PUBLIC HEARING: None.
7. CITY MANAGER REPORT: Ms. Leonard reminded the Council of the meeting on the
17th of January with the Governor’s Chief of Staff, regarding marine
reserves and wave energy. The emergency preparedness workshop had been
tentatively scheduled for January 29th or 30th, but the
presenters could not come. Consensus of the Council was to have the
meeting in February if necessary, and hopefully either Mr. Priest or Mr.
Cochoran or both could be in attendance. The Downtown project was still on
schedule, and ODOT was doing an excellent job of communication with the
businesses. In regard to the Mercantile building, Ms. Leonard reported that
discussion with the City Attorney had resulted in delaying the imposition of
fines for code violation until the weather was conducive to painting the
building. There was an ethics education session scheduled for Wednesday, January
23rd at 6:00 p.m. at the Toledo Fire Station if any of the Council
was interested in attending. Mayor Welch noted that he would be attending the
League of Oregon Cities Law Enforcement seminar, and would find out what other
communities are getting in the way of informational reports from their policing
departments. Ms. Leonard indicated that the Public Works crew was continuing to
respond to the bad weather issues, and once the weather is more cooperative they
will begin clearing out the Crestline Park playground area, removing stumps and
downed trees.
8. COMMITTEE REPORTS: None.
Mayor Welch stated that he had received an inquiry about
speed bumps at Peterson Park. Councilor Hanes indicated that the Traffic &
Public Safety Committee had met with representatives from Peterson Park
last year and speed monitors that had been placed there had not shown much of a
problem. However, now that she once again had a full committee she would like to
schedule another meeting, and maybe have the monitors put up again to see if
there has been any change. Councilor Hanes will also contact the individual who
had asked about the speed bumps and let her know that the City was looking into
the situation.
9. INFORMATIONAL ITEMS: The Council considered the City
Planner report and the Library Circulation report.
10. CONSENT CALENDAR: No items.
11. DISCUSSION/ACTION ITEMS: None.
12. ADJOURNMENT: At 2:40 p.m., there being no further
business to come before the Council, the meeting was adjourned.
