15.04.010            Establishment and purpose.
            The Waldport building department is established and will take the responsibility of building code administration and enforcement. The Waldport building department shall have a building official to administer and enforce all specialty codes that the building inspector is certified for. The building official shall be appointed by the Council and may be an employee of the City or an independent contractor. (Ord. 506 § 1, 1984)

15.04.020            Standards applicable to building.
            In addition to compliance with this chapter and other ordinances of the City, building and related activities shall comply with provision of each of the specialty codes making up the State building code adopted by the director of the State Department of Commerce and the Fire and Life Safety Code adopted by the State Fire Marshal as these codes are constituted on July 1, 1984, and thereafter. No person shall conduct building or related activities without compliance with these standards. (Ord. 506 § 2, 1984)

15.04.030            City code administration.
            The City shall provide for the administration of a plan checking, permit, and inspection program for all specialty codes that the building inspector is qualified to do. This City program is applicable to public building, including state building, as well as private building. (Ord. 506 § 2, 1984)

15.04.040            Board of appeals.
            In order to determine the suitability of alternate materials and methods of construction and to provide for reasonable interpretations of the provisions of standards applicable to building and related activities, and the review of fees for permits administered through this City, there is created a board of appeals consisting of five voting members, who are qualified by experience and training to pass upon matters pertaining to building and related activities, and one member shall be a Council-member and who shall act as chairperson of the board. The building official shall be an ex officio nonvoting member and shall act as secretary of the board. The board of appeals shall be appointed by the Mayor and hold office at his or her pleasure. Any person aggrieved by the final decision of a municipal appeals board may, within thirty (30) days after the date of the decision, appeal to the City Council. The board shall adopt reasonable rules and regulations for conducting its investigations and shall render all decisions and findings in writing to the building official with a duplicate copy to the appellant. 15.04.050            Structural specialty code fees.
            For application in Waldport, all fees shall be set by and, if necessary, amended by resolution of the City Council. (Ord. 506 § 4, 1984)

15.04.060            Review of building permits.
            All building permits issued for construction within the City of Waldport shall be reviewed by:
            A.            Planning Commission member and the City Planner for setbacks and zoning;
            B.            Building inspector for compliance with building codes;
            C.            City Superintendent concerning water and sewer;
for compliance with the City zoning ordinance within five working days of the date a complete building permit application is submitted. (Ord. 559 § 1, 1989: Ord. 532 § 1, 1987)

15.04.070            Violation—Penalty.
            It is unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy, or maintain any building or structure in the City, or cause the same to be done, contrary to or in violation of any of the provisions of this chapter.
            Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of an offense; and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued, or permitted, and upon conviction of any such violation, such persons shall be punishable by a fine of not more than five hundred dollars ($500.00). BUILDING NUMBERING SYSTEM

15.08.010            Building numbering system created.
            There is created a building numbering system in the City of Waldport, Oregon, according to the following plan:
            A.            The City of Waldport shall be divided into four quadrants and those quadrants shall be designated as follows: northwest, northeast, southwest and southeast.
            B.            The north/south line shall be designated as Willow Street and shall extend in a horizontal line from the east City limits to the west City limits using Willow Street as a base line.
            C.            The east/west line shall be designated as Bay Street and shall extend in a vertical line from the north City limits to the south City limits using Bay Street and Crestline Drive as a base line.
            D.            All blocks north of the Willow Street base line shall be numbered in sequence starting with the 100 block and progressing upwards to the end of the south City limits.
            F.            All blocks east of the Bay Street base line shall be numbered in sequence starting with the 100 block and progressing upwards to the end of the east City limits.
            G.            All blocks west of the Bay Street base line shall be numbered in sequence starting with the 100 block and progressing upwards to the end of the west City limits.
            H.            All numbers on the north and west sides of the street shall be even numbers.
            I.            All numbers on the south and east side of the streets shall be odd numbers. (Ord. 509 § 1, 1984)

15.08.020            Address numbers.
            New and existing buildings shall have approved address numbers, building numbers, or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numerals or alphabet letters. Numbers shall be  a minimum of 4 inches (102 mm) high with a minimum stroke width of 0.5 inch (12.7 mm).  (Ord. 706, 2006)

15.08.030            Street names.
            A.            New street names shall be reviewed by street committee and must be approved by resolution of the City Council.
            B.            Name changes that are deemed necessary are to be named by the street committee and shall be changed by resolution of the City Council. (Ord. 509 § 3, 1984)

15.08.040            Duty of property owners to number their buildings.
            All property owners are required to number their buildings as outlined in Section 15.08.020 of this chapter. (Ord. 517 § 1, 1985)

15.08.050            Violation—Penalty.
            The City shall  enforce the provisions of this chapter by administrative, civil or criminal action or any combination as necessary to obtain compliance with this chapter.  Violation by any person of the provisions of this chapter shall be considered a Class "D" infraction pursuant to Chapter 1.08 of the Waldport Municipal Code.
